On February 18, 2026, the European Union (EU) officially inaugurated its first-ever European Legal Gateway Office in India, marking a milestone in EU-India collaboration on talent mobility.
The launch, held in New Delhi, was attended by Henna Virkkunen, Executive Vice-President for Technological Sovereignty, Security and Democracy at the European Commission, and S. Jaishankar, India’s Minister of External Affairs, alongside representatives from EU Member States. The office represents the EU’s first dedicated facility in a partner country designed to make mobility safer, smoother, and more informed for Indian talent—particularly in the high-demand Information and Communication Technology (ICT) sector.
A Gateway to Europe
The European Legal Gateway Office is not just an administrative initiative—it is a gateway connecting ambition with opportunity. Indian students, researchers, and professionals now have access to a central hub offering clear guidance on qualifications, skills requirements, and pathways to work, study, or research across all 27 EU Member States.

- A physical Gateway Office in India, serving as a hub for consultations, workshops, and career guidance.

- A dedicated digital platform, acting as a one-stop resource for Indian students, researchers, and professionals seeking work, study, or research opportunities in Europe.

Speaking at the launch, Henna Virkkunen emphasized the strategic role of digital skills in Europe’s future. “Digital skills are the backbone of the digital transition. Thanks to the European Legal Gateway Office in India, the European Union will attract Indian students, researchers, and professionals in the ICT sector. European companies will benefit from a larger pool of talent, boosting competitiveness and innovation,” she said.
Magnus Brunner, Commissioner for Internal Affairs and Migration, highlighted the broader impact of the initiative. “This launch opens new pathways for students, researchers, and professionals to EU Member States, creating mutually beneficial opportunities and driving growth on both sides. It marks a new chapter in EU-India cooperation on talent mobility,” he added.
