New waterfront resort development near Singapore to introduce a 493-room hotel, dedicated ferry terminal, luxury villas and leisure facilities

Opus Bay, a new integrated waterfront resort development in Batam, Indonesia, is scheduled to begin opening in December 2026, adding a hospitality and leisure destination around a 45-minute ferry journey from Singapore. The project is being developed as a mixed-use estate combining accommodation, retail, dining and recreational facilities.

The initial phase will introduce Marina Bay Ferry Cove, the development’s upgraded ferry terminal, alongside Balmoral Tower, a 493-room hotel forming part of the Residence on Opus Bay hospitality offering. According to the developer, the terminal is located within a short walk of the hotel, allowing arriving guests to reach the property without an onward road transfer.

The resort is being positioned as an integrated destination for both leisure and business travellers, with further facilities scheduled to come online in stages through 2027.

Hotel stays and luxury villas

Balmoral Tower is planned as the development’s principal hotel offering, with rooms featuring contemporary amenities and private balconies. The property is designed to accommodate both short breaks and longer stays, with city or sea views available in selected room categories.

Cluny Resorts, the project’s luxury villa component, is expected to open in 2027. The development is planned to feature 57 villas, with private pools in many units, providing an alternative to conventional hotel accommodation.

Waterfront dining, retail and sports

Beyond accommodation, Opus Bay’s planned amenities include Bay Boulevard Marina Promenade, a waterfront retail and dining precinct spanning approximately 10,000 square metres. The development is expected to include nearly 80 retail outlets, alfresco dining, a food hall and a supermarket.

A dedicated sports park is also planned, featuring three padel courts and four pickleball courts. These facilities are intended to broaden the resort’s appeal to visitors seeking active recreation alongside shopping, dining and waterfront leisure.

Nearby attractions, including Saung Budaya Batam and Puncak Beliung, as well as golf courses in the surrounding area, could provide additional options for visitors exploring beyond the resort.

Strengthening Batam’s short-break appeal

Batam’s proximity to Singapore makes it an accessible option for short leisure trips, and the development’s dedicated ferry connection is central to Opus Bay’s visitor proposition. By bringing accommodation, dining, retail and recreation together within one estate, the project aims to offer visitors a destination where many activities can be reached on foot.

The phased opening is scheduled to start in December 2026, with Cluny Resorts and additional lifestyle facilities expected to follow in 2027. The timeline and the availability of individual facilities remain subject to the developer’s opening schedule.
