Pune has become home to Maharashtra’s first Model Sub-Registrar Office (SRO), a technology-enabled facility designed to modernise property registration and improve the delivery of citizen services.
The new centre was inaugurated on August 13, 2026, by Maharashtra Revenue Minister Chandrashekhar Bawankule in the presence of Ravindra Binwade, Inspector General of Registration (IGR), Government of Maharashtra, and representatives of VFS Global and WE Excel Software Pvt. Ltd.
The Model SRO programme is being implemented by VFS Global, in consortium with WE Excel Software, under a five-year contract awarded by the Inspector General of Registration and Controller of Stamps, Government of Maharashtra, earlier this year.
The consortium is tasked with establishing 60 Model Sub-Registrar Offices across Maharashtra in phases, introducing modern infrastructure, digital systems and trained service teams to property registration.
Digital-first property registration
The new Pune centre is designed around an end-to-end digital service model intended to reduce waiting times, improve operational efficiency and provide a more convenient experience for citizens.
The facilities will use digital infrastructure and streamlined service processes while maintaining government oversight and regulatory requirements.
Speaking at the inauguration, Maharashtra Revenue Minister Chandrashekhar Bawankule said the Model SRO programme would combine government supervision with modern infrastructure and digital systems to create a faster and more transparent property registration experience.
He said the model was also intended to address challenges including overcrowding and long waiting times, while maintaining governance and regulatory compliance.
Four more centres planned in first phase
The programme’s first phase will include four additional Model Sub-Registrar Offices across Mumbai, Thane and Nagpur.
The Model SROs are being introduced as an optional service, with existing government Sub-Registrar Offices continuing to operate. This approach allows citizens to choose the service channel that best suits their requirements while the new model is rolled out across the state.
The wider programme will see the consortium undertake the end-to-end establishment of the centres, including infrastructure, digital systems and service delivery teams.
The initiative is part of Maharashtra’s broader efforts to digitise and modernise public services and improve the citizen experience in high-volume government transactions.
Citizens can access information on property registration services through the official Inspector General of Registration and Controller of Stamps, Maharashtra website.
After completing Public Data Entry (PDE) and making the required payment through Pay 2 IGR, applicants can book appointments through the department’s e-Step In token-booking system.
