Singapore Simplifies testing protocols for Vaccinated Travel Lane (VTL) travellers

Fully-vaccinated travellers who recently recovered from the infection will be exempted from all testing and SHN requirements with relevant documents

As there is a better understanding of the Omicron variant, the testing protocols for Vaccinated Travel Lane (VTL) travellers will be further refined.

Airport and other border frontline workers who may come into contact with travellers from countries/regions affected by the Omicron variant, will continue to undergo weekly PCR Rostered Routine Testing (RTT).

Testing Requirements for travellers

PDT, on arrival PCR/ART tests required for all travellers arriving in Singapore

From 2 December 2021, 2359 hours, all travellers entering or transiting through Singapore must undergo a Pre-Departure Test (PDT) within 2 days of their departure for Singapore and obtain a negative result. Upon arrival, all travellers must undergo a Polymerase Chain Reaction (PCR) test, except for VTL travellers arriving through land links from Malaysia who are required to do an on-arrival Antigen Rapid Test (ART).

To expedite on-arrival testing, travellers should register and make payment for their on-arrival PCR tests prior to departing for Singapore at: (a) https://safetravel.changiairport.com/arrivalswabtest/#/ if arriving by air; or (b) at https://t.2c2p.com/express/parkwayshentonoat if arriving by sea and land.

[UPDATED] Self-administered ART for VTL travellers

From 23 January 2022, 2359 hours, all VTL travellers entering or transiting through Singapore via both air and land checkpoints will only be required to do unsupervised self-administered ARTs from Day 2 to Day 7 of their arrival, if they need to leave the. ir place of residence or accommodation. Travellers need not submit their ART results but must test negative before going out.

Travellers entering before 23 January 2022, 2359 hours, are still required to continue with the existing testing regime. More info in the table below:

^VTL travellers will be provided with a link via their contact details submitted in the Singapore Arrival Card and electronic Health Declaration Card (SGAC/eHDC) to book their supervised tests on Days 3 and 7.

Travellers who test positive on ARTs (i.e. the on-arrival test for VTL-Land and unsupervised self-administered ARTs on Days 2 to 7) do not need to undergo a confirmatory PCR test. Instead, they can recover under Healthcare Protocol 2 if they are low-risk individuals with mild symptoms, or are well without symptoms. 

Those who are potentially at risk should visit a doctor for medical advice after testing positive even if they feel well.

[NEW] Facilitating travel for recently-recovered travellers

Fully vaccinated individuals who recently recovered from COVID-19 (i.e. within 90 days of their last infection) have a high level of immunity through their recent COVID-19 infection and vaccination, and the likelihood of reinfection is low. As such, from 23 January 2022, 2359 hours, such travellers arriving in Singapore will be exempted from all testing and SHN requirements if they are able to provide documentary proof. 

For non-fully vaccinated travellers who recently recovered, they will be exempted from pre-departure testing requirements if they can provide the necessary documents, but will still be subjected to all other prevailing border measures.

[UPDATED] Border measures updates for non-VTL travellers

Travellers are advised to visit the SafeTravel website to check the latest border measures for their associated country or region and be prepared to be subjected to the prevailing border measures upon entry into Singapore. A summary of the changes can be found in the table below:

LTPHs with passes issued by the Ministry of Manpower (MOM) may have to comply with additional requirements and measures.

Travellers, who are not Singapore Citizens, Permanent Residents or LTPHs, may enter Singapore for short-term visits only if they are arriving from Category I countries/ regions (with travel histories in the past 14-days in these countries/ regions and/or Singapore), or only if there are specific arrangements for short-term visits (e.g. VTLs, Reciprocal Green Lanes).
